JUSTIN BIEBER was pulled over for doing more than 100 miles per hour on the 101 Freeway in San Fernando, California on Friday.
--Ten people who saw Justin speeding in his Fisker Karma sports car called 911, including Dennis Zine . . . a Los Angeles city councilman and former L.A. cop.
--Zine said, quote, "It was a very dangerous, chaotic situation. I was driving 60 to 65 miles per hour. When he passed me, he was . . . driving in a careless, reckless fashion."
--Justin told police he was being chased by paparazzi . . . and Zine even backs that up. He says there were other cars following Justin and driving just as recklessly.
--Later in the day, Justin filed a complaint with police against one of the drivers who had been chasing him. Cops visited him on the set of a video shoot to take his statement. As luck would have it, the guy driving that other car was there trying to get pictures of Justin.
--So cops took a statement from him, too.
--For the record, Justin's people say he was "only" doing around 80. Still, Zine told TMZ he thinks Justin should have been ARRESTED. (--You can listen to his interview here.)
